The "Affordable Choices Initiative"

Part 2 of the President's proposal mentions a new "Affordable Choices Initiative" which will direct federal funds to states which offer assistance to individuals who are having trouble obtaining health coverage at a reasonable cost. The details on this initiative are still murky, as the federal government will be relying on states to be creative and innovative in developing these assistance programs. In other words, many of the programs which are to be funded don't exist yet!

The White House issued a news release which lists a few examples of programs likely to be approved for funding by the Department of Health and Human Services:

  • "States could offer direct premium assistance to low-income or hard-to-insure populations to purchase private health insurance.
  • States could establish high risk pools, or expand existing high risk pools, for very sick individuals who are deemed uninsurable in the non-group market.
  • States could help facilitate pooling of individuals and small businesses and organize their access to private health plans."
